With support from Norad, Save the Children Norway (SCN) is working to support to education, child protection and child rights governance in 16 countries. The overall purpose of the review is to establish how economical, efficient, cost effective and equitable SCN’s programmes are, and whether an appropriate balance is struck between these sometimes competing criteria. Jonas is the Team Leader for the review, which will also cover certain aspects of Save the Children International (SCI) and include three country case studies (Malawi, Lebanon and Colombia).
The Expert Group for Aid Studies (EBA) has commissioned a study on adjustments in Swedish development assistance in response to the COVID-19 pandemic. Jonas is part of a team of consultants who have been contracted for this purpose. The specific aim of the assignment is to map adjustments, if any, made by the Ministry for Foreign Affairs and Sida, and analyse how these adjustments and the re-programming of funds have been managed operationally and administratively. The study is expected to identify lessons learnt for future crisis.
The Women’s Law Center (WLC) works to promote and protect women’s rights and contribute to reducing domestic violence in Moldova, and has received core support from Sida since 2015. Jonas has been contracted to evaluate the implementation of WLC’s strategic plan for 2019-2024. The evaluation is part of the project “Organisational development for core support partners in Moldova”, commissioned by the Embassy of Sweden in Moldova and implemented in cooperation with Swedish Development Advisers.
Jonas is conducting a mapping of donor support to democracy, human rights and gender equality in Georgia. Commissioned by the Embassy of Sweden in Tbilisi, the mapping will feed into the operationalisation of a new regional strategy for Swedish reform cooperation with Eastern Europe, the Western Balkans and Turkey. Apart from identifying major donor projects and plans, the assignment should include an analysis of trends, gaps and possible areas for future Swedish support.
Sida has provided core support and capacity development assistance to Ukrainian civil society organisations since 2010. The main purpose has been to promote transformation from project-focused to mission-based and strategy-oriented – and increasingly sustainable – organisations. Jonas is the Team Leader for an evaluation commissioned by the Embassy of Sweden in Kiyv, and focusing on the period 2015-2021. The evaluation aims at assessing the relevance, effectiveness, efficiency, impact and sustainability of the support, and is expected to provide recommendations on approaches and delivery mechanisms.
Sida has adopted an Action Plan for preventing and mitigating corruption 2020-2023, which addresses corruption both from a development perspective and a risk perspective. Jonas is the Team Leader for an assignment to develop a simple and user-friendly M&E framework for the Action Plan. Commissioned by Sida’s Policy Support Unit, the assignment includes constructing a Theory of Change, defining indicators and baselines, and developing data collection tools.
