Mid-Term Evaluation of Justice Rapid Response

Justice Rapid Response (JRR) is an international non-profit association based in Switzerland. Its mission is to provide rapid, impartial and professional expertise to international and national partners and civil society actors, assisting them in investigating, analysing and documenting international crimes and serious human rights violations. Jonas is the Team Leader for a mid-term evaluation of Finland’s contribution to JRR. The evaluation is conducted to ensure accountability by providing evidence of results, and promote learning, including by creating a basis for informed decision-making on future funding and adjustments.

Organisational review of LO Norway

LO Norway is Norway's largest workers organisation with more than one million members. Partly funded by Norad, its international works includes cooperation with trade union partners in 16 countries across four continents. Jonas is leading a team tasked with assessing LO Norway in terms of four different “abilities”, with a focus on organisational structure and governance, cost-efficiency and financial management, results achievement, and partnerships. The review includes visits to Oslo and Ghana.

Drafting of new Sida guidelines for supporting and engaging with civil society in partner countries

In 2021, OECD adopted the Recommendation on Enabling Civil Society in Development Co-operation and Humanitarian Assistance. With its focus on how to address civic space and engage with civil society organisations as independent development actors in their own right as part of the 2030 Agenda, it is the first international standard of its kind. To ensure adherence with the recommendation and facilitate its implementation in partner countries, Sida has decided to update its existing guidelines for engagement with and support to civil society. Jonas has been contracted to prepare a first draft of this document.

Evaluation of Civil Rights Defenders' capacity development support to local partners

Civil Rights Defenders (CRD) is a human rights organisation headquartered in Stockholm and with eight regional branch offices across the world. The work of CRD falls within four broad thematic areas – security, capacity, engagement and accountability. As one of Sida’s strategic partner organisations, CRD receives funding from the Swedish strategy for support via Swedish civil society organisations. Jonas is the Team Leader for a Sida evaluation focusing on CRD’s engagement with partners in three countries (Ethiopia, Uganda and Serbia). The evaluation is expected to provide a better understanding of CRD’s contribution to partners’ capacity development, and inform the approach and methods used in this regard.

Organisational review of the Samdhana Institute in Indonesia

The Samdhana Institute is an Indonesian CSO working on expanding community rights, improving livelihoods and REDD+ with Norad support. Jonas is the Team Leader for an organisational review of the Samdhana Institute, focusing on aspects related to structure and governance, financial control, results management, and partnerships. Organisational reviews are part of Norad’s monitoring of its grant portfolio but also seek to help grant recipients understand their strengths and weaknesses.

Training on Theory of Change, MEL and gender

Jonas has been contracted by three Swedish authorities – the Swedish National Court Administration, Swedish Prosecution Authority and Swedish Prison and Probation Service – to conduct a training on Theory of Change, MEL and gender for project leaders. The two-day training is expected to enhance knowledge and skills for results-based management and methods for project development and MEL from a gender perspective. It also provides an opportunity for the three authorities to reflect on the lessons from a previous joint project in Albania, and start developing a Theory of Change for a new, similar project with a focus on sexual and gender-based violence.
